Green Public Procurement: the 9th civic monitoring by the Green Procurement Observatory is now underway

The Green Procurement Observatory (OAV), promoted by Legambiente and Fondazione Ecosistemi, has launched its 9th civic monitoring on the implementation of Green Public Procurement (GPP) and Minimum Environmental Criteria (CAM) in public procedures for the purchase of goods, services and works relating to 2025. The monitoring will lead to the publication of the 9th Report, which will assess the state of green procurement in Italy, highlighting results, critical issues and good practices emerging across the country.

Once again, the Observatory will focus on the effective implementation of GPP by public authorities, combining analysis with a proactive approach aimed at strengthening a practical and strategic environmental policy tool. The goal is to support a wider and more effective uptake of sustainable public procurement within the Italian public administration. This edition will cover five categories of contracting authorities: Local Health Authorities, Provincial capital cities, Regional central purchasing bodies, Non-capital municipalities, Protected area management bodies. The intention is to further expand the sample compared to the previous edition.

The civic monitoring related to 2024 procurement procedures provided a broad and detailed picture of performance, challenges and best practices connected to GPP in Italy, involving 714 public authorities: 12 central purchasing bodies, 32 Local Health Authorities, 85 protected area management bodies – covering 242 protected areas538 municipalities and 47 provincial capital cities.

For the 2026 edition, the Observatory aims to further increase the number of authorities involved and verify the implementation of GPP across the country, with particular attention to the mandatory application of CAM in the procurement of goods, works and services, as required under Article 57 of the new Italian Public Contracts Code.

Alongside monitoring activities, the Green Procurement Observatory continues to work closely with public administrations through communication, awareness-raising and training on GPP-related topics. This also includes the training programme carried out last year with staff of the General Secretariat of the Presidency of the Republic, focused on nine different CAM.

The new monitoring campaign confirms the Observatory’s role as a valuable tool for understanding the current state of green public procurement in Italy, measuring progress and identifying areas where implementation, capacity and operational tools still need to be strengthened. More than a data collection exercise, the OAV civic monitoring remains a knowledge and advocacy tool that helps make Green Public Procurement increasingly concrete in public policies and administrative practices.
